Social housing shortage in the Grand Duchy.

In order to have a home in Luxembourg, you need to have comfortable income and preferably, a steady job. According to Statec, the average salary in Luxembourg is €5,363, which is significantly higher than in neighboring countries. At the same time, housing prices in the Grand Duchy is also quite high, at an average of €1,400 for an apartment and €2,700 for a house.

A portion of the population still has a hard time finding housing. Currently, the country has 1,703 social residences.

This number doesn't cover the demande for these types of homes, and today, we can find far too many people living in apartments that are too small, which are often overcrowded for a country like Luxembourg.

According to estimations from the Social Real Estate Agency, there is a shortage of 30,000 social residences to be able to meet the needs of everyone.

Several social residences built a few years ago have been sold to private buyers, making them lose their status as social housing.

The Social Real Estate Agency wants to remedy this shortage, and proposes limiting social housing for rent in the future. These residences will thus remain the property of the state or of the relevant municipality.

The Housing Fund (Le Fonds du logement)
The National Society for Low-Cost Housing S.A. (SNHBM)
The Social Real Estate Agency (AIS)
The 30 city social offices that work with the AIS.

In order to claim for social housing, you need to meet a certain number of criteria set by Grand Ducal law. One of the conditions is that you cannot be either the owner or usufructary or even domiciled within the municipality territory for at least 3 years.
