Energy: The end of gas and oil for new housing from 2023

The Minister for Housing, the Minister for the Environment, Climate and Sustainable Development and the Minister for Energy presented the new energy policy of the Grand Duchy. From 1 January 2023, heat pumps will become the reference heating method for new houses and flats, to the detriment of gas and oil.

Already in force in other European countries, this measure was deemed necessary to accelerate Luxembourg's ecological, energy and social transition. It also aims to strengthen Luxembourg's energy independence by limiting the need to import fossil fuels.

Klimabonus: Grants for home energy renovation

The government has strengthened, simplified and extended the Klimabonus to facilitate the energy transition of all Luxembourg households.

Thus, the State has determined new modalities for the various subsidies for equipment related to sustainable energy production. The "Klimabonus Wunnen" aims to facilitate access to energy renovation for Luxembourg households, by favouring heat pump systems, wood-fired boilers and connection to the heating network. For the majority of households, the State now covers up to €12,000 for the purchase and installation of a heat pump. This amount rises to €3,500 for buildings consisting of several flats.

Also, an additional income-based subsidy, the "Top up social 100% Klimabonus Wunnen", will cover up to 100% of the funding received under the " Klimabonus Wunnen ". For families with two children earning €4,714 net per month or less, the state will subsidise the same amount as that received under "Klimabonus Wunnen", i.e. 100%. This percentage will fall to 10% for wealthier households.

Hybrid energy renovation

For all those who are technically unable to completely replace the current heating system in their home, don't worry: the installation of hybrid installations is accepted and recommended. Installing photovoltaic panels or improving the insulation of your home with sustainable and ecological materials will also allow you to benefit from state aid in Luxembourg, provided that your new ecological installation covers at least 70% of your annual energy needs.

By 2030, the Klimabonus should help Luxembourg reduce its polluting emissions by 55% and move towards climate neutrality by 2050.
